| Freedom Of Information Act- Requests Filed I filed FOIA’s in January of 2008 (with the CIA, FBI and Dept. of Justice), and had no response for months. I initially thought this to be a good sign. Previous experience filing FOIA’s has taught me that an agency taking a long time means there’s some there there (and probably some redactions to perform on documents). However, the complete lack of response compelled me to file again. Exhibit 11a shows some examples of the FOIA letter generator used as an on-line application. Exhibit 11b shows an example of the second set sent recently, to the CIA, FBI, and DOJ respectively. You’ll notice that I’ve listed my own name among the requested search terms, so that I can never be accused of performing a less-than-transparent process of research for public advocacy. The FOIA’s, while varying slightly, were as follows: Dr. S. Rorke (Address, phone number, and full name included on original document ) September 2, 2008 Information and Privacy Coordinator Central Intelligence Agency Washington, DC 20505 FOIA REQUEST Fee waiver requested Expedited review requested Dear FOI Officer: Pursuant to the federal Freedom of Information Act, 5 U.S.C. § 552, I request access to and copies of any materials referencing: Metascience Foundation, Inc.; George Meek (its former president); Mark Macy (claiming rights to Metascience at present, and since the expiration of George Meek has been acting as gatekeeper of Metascience findings, withholding primary source documentation from Metascience that was intended by its founder, George Meek, to be of public record and availability) and Dr. Patricia Kubis (a Macy affiliate through co-authorship); William (Bill) O’Neil (died September 4, 1991 in Pennsylvania, where he resided from at least the late 1970’s on), Hans Heckman, Erland Babcock, Thomas Pratt of Florida (legitimate president of Metascience Foundation, Inc. since ); and Jim McDonnell of the McDonnell Foundation (granted monies to Metascience). Author John G. Fuller, and his wife Elizabeth Fuller, are of interest, as is Dr. George J. Mueller (aka George Jefferis [sic] Mueller) who died May 31, 1967 in Orange County, California, the Spiricom project and the Mark IV device written about by Fuller in his book “The Ghost of 29 Megacycles”. The time period would range mainly from 1976-1985, however materials on George Mueller might begin as early as 1927, while materials related to Metascience Foundation, Inc., others involved and Mark Macy will be more contemporary. Dr. George Jefferis (or Jeffries) Mueller was a colleague of Dr. Pat Kubis, when they served contemporaneously at Orange Coast Community College, CA from 1964- 1967, and is the same individual purportedly contacted via Spiricom technology intermittently from 1980-1983, as reported by Meek & O’Neil (culminating in a press conference at the Washington Press Club on April 6, 1982) and Macy & Kubis (culminating in a series of books beginning in 1996 dealing with the claims of technological-mediumship - and in Macy’s case, radio appearances, many books and videos for sale, paid appearances to speak and present his ‘evidence’). Andrija Puharich (died January 3, 1995), while listed nearly last, is of high interest. Dr. Puharich, a parapsychological researcher (with an association to SRI by way of a fringe intelligence gathering process called ‘remote viewing’), inventor and author known to have US intelligence ties and a known associate of the infamous Ira Einhorn, the famous Uri Gellar, and the less well-known Jack Sarfatti. Thus, Einhorn and Sarfatti are of interest as well. To make Puharich’s significance and relationship relevant to others in this request: Puharich’s research included studying the influence of extremely low frequency ELF electromagnetic wave emissions on the mind, with resultant psychotronic technology patents (both US and foreign). Puharich was an associate of Meek, who collaborated with O’Neil on Spiricom with Metascience funding, which was primarily derived from McDonnell Foundation grant monies, which project yielded the Spiricom results, which has been, and continues to be popularized by Mark Macy as a means of monetary gain. Lastly, in the interest of full disclosure and transparency of the process, please include my name (Stephen James Rorke, aka Stephen Rorke, Steven Rorke and Steve Rorke) among the request for materials, pursuant to the federal Freedom of Information Act, 5 U.S.C. § 552. Release of the information requested is in the public interest because it will contribute significantly to public understanding of government operations and activities, particularly regarding the Puharich-Meek-O’Neil-Macy connection, and will serve the public interest. This information will become part of a publicly available study on auditory apophenia (i.e., the spontaneous perception of connections and meaningfulness of unrelated phenomena), visual pareidolia (i.e., a type of misperception involving an obscure stimulus being perceived as something clear and meaningful), anomalistic psychology as a study of ‘magical thinking’ (i.e., a belief in the interconnectedness of all things through forces and powers that transcend both physical and spiritual connections), gatekeeping of information and manipulation of the public mind as the foundation of myth-building. This information will be used to further study the mythology that underpins the field of ITC (Instrumental TransCommunication) and ‘paranormal studies’ in general, the profit-motive and motivation in general for its leadership and adherents, and explore the more contemporary funding of studies dealing with survival of personality after death (through grants) in a transparent and legitimate way that contributes to the public understanding. Ultimately, a government (or third-party) psychological operations model to explain the evidence gathered by Metascience and the perpetuation of the Spiricom story will be employed. If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all segregable portions of otherwise exempt material. I, of course, reserve the right to appeal your decision to withhold any information or to deny a waiver of fees. As I am making this request as a scholar and public-interest advocate, and this information is of timely value, I would appreciate your communicating with me by telephone, rather than by mail, if you have questions regarding this request. Please provide expedited review of this request which concerns matters of urgency. As a scholar, I am primarily engaged in disseminating information. The public has an urgent need for information about psychological operations- or ‘psyops’ and disinformation- because certain individuals in the ‘paranormal’ field perpetuating the Spiricom story as reality are potentially perpetrating fraud in the inducement upon an unsuspecting public interested in ITC research and the survival of personality after death. The Spiricom project, as conducted by the Metascience Foundation, Inc., claimed to have proof of real-time, two- way communication with deceased individuals using a device called the Spiricom Mark IV (essentially a side-band radio, later modified to include a transmitter, receiver and tone generator) operated by (ventriloquist and self-proclaimed medium) Bill O’Neil. This project, and its dissemination at the popular level, contained/contains an element of government/third-party psychological operations and/or disinformation, I contend. These claims are perpetuated and capitalized upon by said gatekeeper through the sale of books, lectures, appearances, multimedia presentations on audio tape and compact disc, vhs and dvd (all promoted via www.worlditc.org and affiliated sites), and people seeking answers to matters of survival of personality after death are fleeced by the perpetuators of the aforementioned Spiricom ‘evidence’. This matter is made all the more time-sensitive by the fact that the results of this FOIA search might sooner challenge those responsible for fraud in the inducement, and the fact that many of the central figures are elderly, whose expiration makes involvement in my efforts of study and public-interest advocacy impossible.
